Mr. Alfred Jlay

President, Oregon Association for Liberia

Alfred Jlay's journey to the United States began as a refugee from Liberia, West Africa, where he fled civil unrest. Despite encountering numerous challenges, Alfred pursued higher education in Healthcare Administration at Phoenix University for two years. Though family obligations hindered him from completing his degree, his dedication to helping others only intensified. Inspired by the love and compassion instilled in him by his Liberian heritage, Alfred committed himself to volunteer work, serving his community with steadfast devotion. His selflessness and kindness have profoundly impacted those around him, earning him recognition as a dedicated advocate for his community.

On December 6, 2021, Alfred Jlay was appointed as the interim chairman for the Liberian Community in Oregon during the pandemic, serving a two-year term. His exceptional leadership, compassion, and dedication allowed the community to exceed expectations during this challenging period.

Throughout his tenure as interim chairman, Alfred exhibited remarkable empathy and a deep understanding of the needs and concerns of his community. His selfless service and tireless efforts garnered widespread recognition and admiration. In acknowledgment of his significant contributions, Alfred Jlay was unanimously elected as the president of the Liberian Community in Oregon on December 10, 2023. His presidency reflects the community's trust and confidence in his leadership abilities. 

As president, Alfred continues to inspire and empower his community, fostering a spirit of unity, hope, and resilience. His unwavering commitment to serving others has established his legacy as a true leader and champion for the Liberian community in Oregon. Under his guidance, the Liberian community in Oregon continues to thrive, becoming a symbol of hope and support for its members.

Mr. Alex M. Nevison

Vice-President, Oregon Association for Liberia

Vice-President, TC Inc., Co-Chair (IRERG) Multnomah County for Immigrants, Co-Chair (EOC), Employee of Color Multnomah County

Mr. Nevison is Oregon's vice president of the Liberian Community (OAL- Oregon Association for Liberians). A proud immigrant from Liberia, Alex arrived in Oregon and completed his dual degrees in criminology and criminal justice administration. 

As a Multnomah Libraries' Public Safety and Security Professional, Mr. Nevison has worked with Multnomah County for almost nine years and currently serves as the safety and security liaison. He is also the vice president at TC Inc., an organization based in New York. 

He’s a youth pastor, father, uncle, and significant figure in the Black community, serving as a trailblazer and role model. As a public safety and security expert who oversees safety risks for commercial or public entities at the local and state levels, he implores companies, corporations, and government organizations to prioritize safe work practices.


Mr. Gbayou Garmondeh Sr.

Chairman of Membership and Mobilization, Oregon Association for Liberia

Mr. Garmondeh was born in 1967 in Barclayville # 1 Compound, Grand Bassa County, to the union of the late Baryogar Garmondeh and Mrs. Vakplay Youjay Garmondeh (alive). He lived in Barclayville until he was ten, when he moved to Monrovia to complete primary school at Hillary H. Browne and  Bassa High Jr. School. 

He graduated from Haywood Mission High School in 1985. He went on to the University of Liberia to complete his Bachelor’s of Science in Economics with an emphasis on money and banking and public finance, and a minor in management. 

Throughout his career, Mr. Garmondeh has worked as an Account Aide, Account Staff Analyst (I-III), Estate Manager, and Senior Coordinator at the National Housing Authority (NHA) and International Trust Company Ltd. (ITC Bank). 

Mr. Garmondeh moved to the United States in 2002 due to Liberia’s civil war. He was happily married to Mrs Caroline  D. H. Garmondeh from 1993 until her untimely death in 2014. When he is not serving as Chairman of membership and mobilization for OAL, Mr. Garmondeh enjoys spending time with his twelve children.



Mrs. Nancy Voker

Chief Financial Officer and Treasurer, Oregon Association for Liberia

Nancy Voker is a dedicated Certified Nursing Assistant (CNA) with over 18 years of experience in the healthcare field, currently employed at the Avemera Rehabilitation Center. With a strong commitment to delivering compassionate care, Nancy has established herself as a trusted presence among both her patients and colleagues, recognized for her supportive and kind demeanor.

Originally from Nimba County, Liberia, West Africa, Nancy cultivated a passion for helping others early in her life. This dedication guided her towards a career in healthcare, where she discovered her true calling as a CNA. Throughout her career, she has developed her skills and acquired invaluable experience in patient care, consistently striving to enhance the well-being of those she serves. Her commitment and expertise have made her an integral part of the Avemera team, where she takes pride in creating a healing environment.

Outside of her professional responsibilities, Nancy is a spiritually grounded individual. Her faith plays a significant role in her daily life, and she is an active participant in her church community. She derives strength and comfort from prayer, often seeking guidance and inspiration to navigate the challenges she faces in both her work and personal life. Nancy believes that her spiritual beliefs enhance her capacity to care for others, enabling her to approach each day with compassion and grace.

In her free time, Nancy enjoys volunteering at her church and engaging in community events, allowing her to give back and foster connections with others. Her warm-hearted nature and commitment to service have made her a cherished member of her community.

Nancy Voker’s life exemplifies the values of compassion, faith, and family. Through her work as a CNA, she continues to make a meaningful impact on the lives of those around her.




Mr. Julius Sumo Jarlwood Jr.

General Secretary, Oregon Association for Liberia

Julius Sumo Jarlwood Jr. is a highly regarded professional with extensive expertise in tax preparation, human resources, and entrepreneurship. He currently holds the position of Tax Preparer at Primetax Inc. and serves as an HR Generalist at Ease My Way Community Care Agency. In these roles, Julius plays a crucial part in ensuring compliance with tax regulations and managing human resource activities that foster a positive workplace environment.

In 2023, Julius was appointed as Secretary General for the Oregon Association for Liberia. His leadership in this role demonstrates his dedication to empowering underrepresented communities and facilitating important discussions that address the needs and aspirations of Liberians residing in the United States.

Julius is also the CEO and Owner of Primetax Inc., a firm that specializes in delivering comprehensive tax services to both individuals and businesses. Under his leadership, Primetax Inc. has established a strong reputation for providing exceptional service and customized tax solutions, enabling clients to navigate the complexities of the tax landscape with confidence. His strategic vision and analytical capabilities have been vital in driving the firm's growth and success.

Additionally, Julius serves as the CEO and Owner of Naevia Pharmacy Inc., where he merges his entrepreneurial drive with a passion for health and wellness. Naevia Pharmacy is recognized as a reliable provider of pharmaceutical care in Liberia, offering quality medications and health-related services to the local population. Julius’s leadership in this sector reflects his commitment to improving public health and positively impacting the community.

With a solid background in finance, human resources, and community service, Julius Jarlwood exemplifies a well-rounded professional dedicated to excellence in all endeavors. His ability to manage multiple responsibilities while prioritizing quality and community engagement distinguishes him as a leader in his fields. Julius continues to inspire those around him with his vision for a more equitable and supportive community, making him a valuable asset to both the organizations he leads and the communities he serves.

Mr. Osman Sheriff

Assistant Secretary, Oregon Association for Liberia

Osman Sheriff is a distinguished businessman, director, tradesman, and technician with extensive experience in both digital and physical domains at local and regional levels. He is presently the CEO and President of SIYLA.com, an e-commerce marketplace that facilitates pickup, delivery, and shipment services from local businesses. SIYLA's mission is to empower consumers to support neighborhood enterprises while enhancing convenience, comfort, and quality. Osman founded SIYLA with a strong belief in the importance of community in an increasingly digital landscape, aiming to promote direct investment in local businesses.

Originally from Gbarnga Bong County, Liberia, Osman relocated to New York City to seek broader opportunities and contribute to his community. Following his education, he spent eight years as a technician, acquiring the skills and expertise necessary to manage and lead a diverse range of projects.

After moving to the Pacific Northwest, Osman reconnected with his cultural heritage by joining the Pacific Northwest Mandingo Association (PANMA), where he served as Social Director for four years. His leadership was crucial in providing structure, direction, and vision for the organization while he continued to evolve as a collaborator and forward-thinker.

Currently, Osman is working as a contractor for Intel through Morgan Logistics, further honing his interpersonal skills. He is committed to personal development and to promoting a community-centered approach in his professional pursuits.
